A jovial yet determined crowd of student strikers and adult supporters over 250 strong marched through downtown Courtenay Friday, to demand action on climate change.

The protest started with a rally at Courtenay City Hall.

The crowd cheered as speakers said it was time to “stand up and fight back” against fossil fuel interests and insufficient government action.

“We are here today under a unified cause to protest climate change,” said Nalan Goosen, a co-organizer of the event.

Speaking through a megaphone, Goosen said investments in the tar sands and other fossil fuel infrastructure make Canadian banks culpable for climate change.

To showcase this, the demonstration traced a serpentine route through the downtown to pause and protest at CIBC, Bank of Montreal, and Scotia Bank.

Outside CIBC the crowd chanted, “No more coal, no more oil, keep the carbon in the soil!”

At Bank of Montreal the rallying cry was, “What do we want? Climate Action! When do we want it? Now!”

Finally, the Scotia Bank received, “Corporate greed we must fight, polluting earth is not a right!”

The crowd also made a stop at the office of MLA Ronna-Rae Leonard, where she and MP Gord Johns spoke with the demonstrators.
Both politicians gave short impromptu speeches on the importance of protecting the environment.

Students put questions to Leonard and Johns about increasing climate education in the school system, protecting old-growth forest and marine areas and fighting the Trans Mountain pipeline.

The answers met with some applause, and Goosen said he was hopeful Leonard would bring the demonstrators’ concerns about old-growth logging to Doug Donaldson, BC’s Minister of Forests. Goosen was also hopeful Johns would echo the students’ concern over the climate crisis in Ottawa.

The protest ended with a return to City Hall.

Students said all but two schools in Comox and Courtenay were represented among the protesters.

“The turnout was amazing,” said Mackai Sharp, a co-organizer of the protest. “The last two events had under 35 people.”

Sharp and Goosen are leaders of the Comox Valley-based Youth Environmental Action, which planned the protest. The group has a separate arm for adults named Adult Allies for Youth Environmental Action.

”This will not be our last protest, said Goosen. “We don’t have very long to solve the climate crisis, so this movement of youth empowerment is essential to our health and survival.”

The depths of the ocean are slowing climate change, but at a cost. Seawater acidity is increasing as the oceans absorb carbon dioxide from fossil fuels.

Average surface ocean pH is now 30 percent more acidic than in pre-industrial times. In a business-as-usual scenario, by 2100, ocean water could be over one-and-a-half times more acidic.

The effects of ocean acidification can be grouped into “known knowns, known unknowns, and unknown unknowns,” says Wiley Evans, a chemical oceanographer leading ocean acidification research for the Hakai Institute. Evans is riffing on an old Donald Rumsfeld quote because, although the underlying chemistry is straightforward, the full consequences of ocean acidification are uncharted.

“A lot of what is unknown is at the species level,” he says. Only a handful of organisms have been thoroughly tested for their response to rising acidity. “And then there’s the ecosystem response – how impacts on one organism is going to affect the whole food web, and the ecosystems that those organisms reside in. So pretty quickly it snowballs into a lot of unknowns.”

Biologists, chemical and physical oceanographers, geneticists, and other experts are now working together to investigate these unknowns. Research into ocean carbonate chemistry has been done since the 1970s, but only in 2003 did the term ocean acidification come into use. It’s now an “exploding field,” says Evans. “It really is interdisciplinary, it relies on the physics and the biology, and the ecosystem level [research], and so ecologists and modellers and everyone is really working together to try and understand the breadth of the problem.”

The dynamic ocean environment makes the research complex. “The pH of the ocean changes constantly,” says Mark Spalding, president of the Ocean Foundation, an environmental organization based in Washington, DC. “It fluctuates daily, it fluctuates seasonally, it fluctuates with El Niño events, it fluctuates when you have an upwelling from the deep ocean.”

Ocean acidity also differs by location. Natural factors dominate the exchange of atmospheric carbon dioxide into the ocean, but just as with atmospheric carbon, additional emissions have tipped the scales.

Ocean acidification also has to be disentangled from other co-occurring climate change stressors such as warming water and deoxygenation. Each effect is worrying on its own; combined, these multiple stressors are greater than the sum of their parts.

Despite this complexity, ocean acidification is caused by simple chemical reactions.

“It’s pretty much just like high school level chemistry,” says Evans. “As you increase carbon dioxide in the atmosphere, it’s not all going to stay there, it’s going to want to move into an area of lower concentration, and CO2 gas will dissolve into seawater.”

When carbon dioxide in the air reacts with seawater it forms carbonic acid. This carbonic acid then breaks down into bicarbonate and a hydrogen ion.

The pH of a solution (how acidic or basic it is) is determined by the concentration of hydrogen ions – the more hydrogen ions, the more acidic. Ocean water hasn’t become an actual acid, but its alkalinity is declining.

Surplus hydrogen ions then bond with carbonate ions also found in seawater to form more bicarbonate.

Impact on shellfish

Many types of shelled organisms build their shells by combining carbonate ions with calcium to form calcium carbonate. But because some of the carbonate ions have already bonded with hydrogen ions, shellfish, mullusks, corals, and other shelled creatures face a scarcity of carbonate ions with which to build their shells.

“The first time we really noticed this was happening was with oysters in the Pacific Northwest of the United States,” says Spalding. “The largest oyster farming business in the world … saw a dramatic loss in production as a result of some acidic events.”

Since then, ocean acidification has become an ongoing concern for shellfish farmers, particularly for operations in developing countries lacking the technology to monitor and react to pH changes.

Shellfish are most vulnerable to acidity as tiny, newly hatched larvae, when they have to exert a tremendous amount of energy to build their first shell. The scarcity of carbonate can either prove fatal, or the shellfish “end up with very deformed shells and thinner shells, and become more susceptible to predators,” says Spalding.

The same threat applies to urchins, snails, seastars, and corals, although the exact chemical process can vary. In a study conducted near a volcanic seep which emulated future CO2 levels, “triton shell” sea snails were found to have their shell thickness halved, and in some cases so dissolved their body tissue was exposed.

The most urgent example of shell corrosion may be to creatures near the base of the food chain called pteropods, commonly known as sea butterflies.

“They look like minuscule snails with wings,” says Spalding, “and they’re having a very, very hard time forming their shells.”

Field observations have recently confirmed that pteropod shells in an area of increased acidity in the Gulf of Alaska are dissolving.

“If the ocean continues to have its chemistry change … we could have a rippling effect where the food resource for other animals in the ocean, and up the food chain, has a rippling collapse,” says Spalding.

For corals, ocean acidification is only one ingredient: “warmer waters, thanks to climate change, nutrient pollution, oxygen deprivation, and then you add in ocean acidification, and you’ve got a horrible recipe for collapse of coral systems,” says Spalding. “The current predictions are losses of 90 percent or more of our coral reefs by 2030.”

At rock bottom on the marine food chain are diatoms – microscopic, single-celled algaes encased in shells of transparent silica. They live near the surface of the ocean, transforming sunlight to sugars via photosynthesis. When they die, a percentage fall to the ocean floor, sequestering carbon.

Iron uptake in diatoms

Diatoms are immensely important to the marine food web, and to all life on earth – cycling about 20 percent of the oxygen we breathe. Research published in Nature in 2018 suggests ocean acidification could threaten diatom populations – but not by hindering shell formation. Increased acidity, for an unknown reason, prevents the uptake of iron that diatoms need to proliferate.

Diatom numbers are already in decline, and rising surface ocean temperatures are suspected. A crash in diatom populations could cripple the ocean’s ability to cycle carbon dioxide, accelerating further climate change.

Fish are not off the hook in the struggle to adapt to a more acidic environment, either. Tests conducted in the National Oceanic and Atmospheric Administration’s Fisheries research lab showed salmon exposed to future pH levels were less responsive to the smell of salmon skin extract, which would normally warn the fish of a predator attack and prompt them to hide or flee.

Testing of the salmons’ nose and brain tissue indicated that the fish could still detect the scent, but were not interpreting and acting on the trigger.

Other behaviours relying on scent – reproduction, navigation, and finding food – are also likely affected. Similar research has shown elevated CO2 concentrations to blunt prey detection in sharks, and affect the ability of reef fish to discern healthy reef habitat.

Some species are predicted to benefit from ocean acidification, but this isn’t necessarily a good thing. Research from the Canary Islands suggests the algae Vicicitus globosus, found from temperate regions to the tropics, will thrive in rising CO2 levels. Toxic blooms of V.globosus are already known to cause fish kills, and now, researchers say, “may pose an emergent threat to coastal communities, aquaculture and fisheries.”

Krill probably OK

Other organisms may shrug off ocean acidification altogether. Krill are small crustaceans found in all oceans, and an essential food source for marine mammals and seabirds in the Southern Ocean.

In a 2018 study published in Communications Biology, adult Antarctic krill, in acidity simulating near-future conditions, were able to go about their business undisturbed. The krill’s resilience is attributed to a special structure in their gills able to balance body fluid pH. Krill eggs and embryos, however, don’t have this ability, so the results are not definitive.

The sum of these effects (and several more) put future food security in doubt. Evans says that the capacity of the oceans to feed us could be threatened when we need it most.

“We need to divest from cattle production, as they’re major contributors to CO2 emissions, and we’ll be relying more on aquaculture and fishing … and so we essentially could be in a bottleneck, where some of these species that we’re going to try and grow are going to have difficulty,” he said.

Ocean acidification may have caused events in the earth’s history that go well beyond concerns over food security. Research published in Science in 2015 puts forward the theory that modern day ocean acidification has chilling parallels with the Permo-Triassic mass extinction, also known by its cheerful nickname, the Great Dying.

Around 252 million years ago, volcanoes belched huge quantities of carbon dioxide into the atmosphere over tens-of-thousands of years. This in turn triggered a spike in ocean acidity that the research suggests killed up to 96% of marine life. During the Great Dying, CO2 levels in the ocean shot up about as quickly as they are today.

“Climate change is physics, and ocean acidification is chemistry,” says Spalding, “but they’re both the same carbon dioxide molecules. Our ocean is our biggest sink for our carbon emissions, but there are limits. It can only take so much.”

WHAT IS OCEAN ACIDIFICATION?

For more than 200 years, or since the industrial revolution, the concentration of carbon dioxide (CO2) in the atmosphere has increased due to the burning of fossil fuels and land use change. The ocean absorbs about 30 percent of the CO2 that is released in the atmosphere, and as levels of atmospheric CO2 increase, so do the levels in the ocean.

When CO2 is absorbed by seawater, a series of chemical reactions occur resulting in the increased concentration of hydrogen ions. This increase causes the seawater to become more acidic and causes carbonate ions to be relatively less abundant.

Carbonate ions are an important building block of structures such as sea shells and coral skeletons. Decreases in carbonate ions can make building and maintaining shells and other calcium carbonate structures difficult for calcifying organisms such as oysters, clams, sea urchins, shallow water corals, deep sea corals, and calcareous plankton.

These changes in ocean chemistry can affect the behavior of non-calcifying organisms as well. Certain fish’s ability to detect predators is decreased in more acidic waters. When these organisms are at risk, the entire food web may also be at risk.

Ocean acidification is affecting the entire world’s oceans, including coastal estuaries and waterways. Many economies are dependent on fish and shellfish and people worldwide rely on food from the ocean as their primary source of protein.

Three new sewage conveyance routes short-listed for study by joint advisory committee

Less than a year after the Comox-Courtenay Sewer Commission abandoned its patchwork plan to prevent leakage from large pipes that run through the K’omoks estuary and along Point Holmes beaches, a new, comprehensive Liquid Waste Management Plan is emerging that considers climate change and moves the entire conveyance system onto an overland route.

Over the last six months, members of a joint Public and Technical Advisory Committee have developed a long list of new options for conveying sewage to the Brent Road treatment plant, as well as envisioning future demand for advanced levels of treatment and the ability to reuse the wastewater and other resources.

The committee narrowed those conveyance options down to a short-list of three at its March 22 meeting. They plan to present their preferred conveyance routes to the Sewer Commission in May or June, or after consultations conclude with the K’omoks First Nation.

All three options involve rerouting the sewerage system’s pipes overland. That means there will be no sewage-carrying pipes left in the estuary. The commission’s previous plan relied on aging pipes located in the estuary, along Comox Harbor and Point Holmes beaches.

And, unlike the previous sewage master plan, none of the short-listed options require a new high risk in-line pump station in the Croteau Beach neighborhood.

Opposition from Croteau residents was a major contributing factor in the development of the new Liquid Waste Management Plan. But they are pleased with the new plans.

“This process has been everything an open community process should be,” Lorraine Aitken, a Croteau Beach resident and committee alternate, told Decafnation. “It is a complete opposite experience from the last plan.”

Kris LaRose, senior manager of water and wastewater services for the Comox Valley Regional District, said the process is following guidelines mandated by the provincial government, which will ultimately review and approve the management plan.

Sewer route short list

The option known as “2A” would pump sewage directly from the Courtenay pump station over Comox Road hill, through Comox and along Lazo Road to the Brent Road treatment plant. This option will require a new pump station in the Town of Comox, within about 300 meters of the existing Jane Place pump station.

The 2A option mitigates the environmental and archaeological risks of having sewage pipes in the estuary and on the Comox peninsula foreshore. This overland route maximizes accessibility to all pipes and structures for maintenance. It involves two large pump stations and the upgrade of Courtenay and Jane Place facilities.

In an option known as “4A,” sewage from Courtenay would be pumped directly to the treatment plant via a northern overland route across the Courtenay flats, rising up and crossing McDonald Road and skirting the northern boundaries of the Town of Comox. Sewage from Comox would continue to pump directly from Jane Place to the treatment plant

The committee collapsed three separate plans for tunnelling under Comox Hill and Lazo Road into a single option on the short list. But all three will be studied separately.

One option proposes tunnelling under both Comox Road hill and Lazo Road hill, and the other two would tunnel under only Lazo Road hill.

The differences among the three tunnelling options revolve around how the Comox Jane Place pump station would tie into the main line and the degree of upgrades required for the Jane Place pumps.

Evaluating the options

All members of the Joint Technical and Public Advisory Committee contacted by Decafnation praised LaRose and facilitator Allison Habkirk, who also served as the committee chair, for creating a successful process.

Habkirk, a three-term mayor and councillor for Central Saanich, is an Adjunct Assistant Professor in the School of Public Administration at the University of Victoria, and a registered town planner at her own firm.

The first three committee meetings focused exclusively on goals and the evaluation methodology through which the options were eventually viewed.

“It was a rigorous process with a strong consultation component,” LaRose said.

The group agreed on five metrics: social benefits, environment factors, technical considerations, affordability and economic benefits.

The technical and public members of the committee differed in the weighting to give each of the five metrics, but they compromised at 17 percent for social benefits, 18 percent for environmental, 45 percent on technical, 18 percent on affordability and two percent on economic benefits.

Paul Nash, of Sechelt, is assisting Habkirk and the committee as the management plan’s project coordinator. Nash was the project manager for Schelt’s innovative Water Recovery Center, and is currently consulting with the Village of Cumberland on the renovation of its wastewater treatment facility.

Walt Bayless, an engineer with the global company WSP, which recently acquired the Canadian firm, Opus International, is the consultant on the project.

Committee comments

The short-list of conveyance options going forward for further detailed study are the best possible options from the perspective of environmental protection, according to Tim Ennis, executive director of the Comox Valley Land Trust, who is representing the Comox Valley Conservation Partnership on the committee.

“Conveyance of raw sewage through and within the K’omoks estuary is inherently risky to the health of our marine environment both within the K’omoks estuary itself and to the greater Baynes Sound ecosystem,” Ennis told Decafnation. “While this route represents the current status quo, we are thrilled to see that it will not be included as an option going forward as the system is upgraded to meet future demand.”

Ennis said the Conservation Partnership has been pleased with the “transparent and inclusive democratic process associated with the LWMP.” He particularly noted the broad range of interests represented and the CVRD’s efforts to engage the general public.

“We feel that on the topic of conveyance, the CVRD’s LWMP process finds the right balance between cost-effectiveness, the avoidance of negative social impacts, and environmental protection,” he said.

Courtenay Councillor Will Cole-Hamilton, who represented the city on the LWMP advisory committee said he’s proud to be part of the planning.

“I have been truly impressed by this process,” Cole-Hamilton said. “It brings together such a large and diverse group of people – politicians, community members, KFN leaders, and sewage experts who’ve made this their life’s work.”

Croteau Beach resident Aitken praised the process for its organization and communications.

“They laid out the process at the beginning and they did exactly what they said they would do,” Aitken said. “It was so refreshing.”

Next steps

If the sewer commission approves the Technical and Public advisory committee’s short list of options, the WSP consultants will study each of them in-depth. Then the committee will review WSP’s findings and make a final recommendation to the sewer commission sometime this fall.

 

 

 

 

 

 

WHAT IS A LIQUID WASTE MANAGEMENT PLAN?

Introduced to the Council by Kelly Matthews, representing the Dogwood BC, Gage suggested that Courtenay join with other municipalities in sending a Climate Accountability Letter to the 20 fossil fuel companies most responsible for global warming. Such a letter sent by Courtenay “would start an important conversation” which serves as a preamble to possible litigation in the future, according to Gage.

Gage noted that climate costs, such as those related to fires, fire suppression, droughts, and coastal erosion due to sea level rise, as well as the building of climate resilient communities are chiefly borne by local taxpayers and municipalities. WCEL believes that it’s time that climate adaptation and damage costs are shared by the companies that have made money hand-over-fist while helping to create a global climate catastrophe.

After Gage’s brief presentation, he fielded questions from City Councillors. Doug Hillian cited concern about oil company push-back. Gage responded that the WCEL’s focus is on large global oil producers which do not include smaller local players such as most of those active in Canada.

Will Cole-Hamilton wondered what kind of response other municipalities had received from oil companies which had been sent the letter. According to Gage, only about three or four of the oil companies have responded by citing their acceptance of the science demonstrating global warming, but everyone had also managed to “duck their responsibility.” However, Gage noted that Chevron had disclosed to its shareholders the “realistic risk” fossil fuel extraction presents and that Shell had pointed out in its response that the company has made a $2 billion-dollar commitment to green renewables.

Action on Gage’s suggestion that Courtenay write its own Accountability Letter is deferred pending staff research until the next Council meeting.

These environment stories from 2018 could give us hope

Climate science reports released in 2018 all pointed to impending catastrophes unless humankind can pull off some miraculous reversal of climatological trends and its own bad behavior.

In just the last year, huge wildfires raged out of control, Antarctica lost three trillion more tonnes of ice, extreme heat waves warned of an eventual Hothouse Earth by 2040 and droughts and intense storms have become commonplace. Climate change could even cause a global beer shortage.

But not all the environment news in 2018 was depressing. There was good news to savor, some of it originating right here at home.

Comox Valley

The Comox Valley Lands Trust is purchasing a 55-acre parcel at the top of Morrison Creek, and announced plans to eventually acquire and conserve the waterway’s entire 550-acre headwaters. This is important for a variety of reasons: Morrison Creek has lively and thriving aquatic life, including several salmon species, it feeds the Puntledge River and the K’omoks Estuary and it’s the only stream in the valley whose headwaters remain intact (undeveloped) and pristine.

The Cumberland Forest Society is currently negotiating to preserve another 93 hectares (230 acres) of the Cumberland Forest, mostly wetlands and key riparian areas along Perseverance Creek. Since it formed in 2000, the society has conserved 110 hectares (271 acres).

On Dec. 19, the Comox Valley Lands Trust announced that Father Charles Brandt had signed a covenant to conserve his 27-acre Hermitage on the Oyster River. The covenant means the property “will be protected in perpetuity for the benefit of all things wild.” Brandt has told Decafnation he intends to donate his property to the Comox Valley Regional District as an undeveloped public park.

In a process mired in missteps and lawsuits, the CVRD finally denied an application by the 3L Development company that would have created more urban sprawl, increased long-term infrastructure liabilities for taxpayers and despoiled a critical area. But an outstanding lawsuit means this story isn’t over.

The Partnership for Water Sustainability in BC and the Brooklyn Creek Watershed Society completed an Ecological Accounting Process document, which shows the value of the waterway to the Town of Comox for stormwater conveyance. It’s the first EAP in BC on a creek flowing through multiple jurisdictions, and shows how all stakeholders must have a common goal in order to prevent the death of another fish-bearing stream.

Many of the candidates who sought public office this fall — and most who were elected — endorsed the passage of new development policies that permit and encourage infill development. This is important to minimize urban sprawl, and maximize utilization of existing infrastructure, thus preserving more rural areas and natural ecological systems.

Thanks to Breathe Clean Air Comox Valley, more people know the serious health hazards of poor air quality caused by particulates in smoke from wood burning devices. And local governments are responding with bands on wood burning devices in new homes and incentives to eliminate or upgrade existing ones.

Pacific Northwest

The sad sight of a mother orca carrying a dead calf around for weeks, as if to show humans what tragedies they are inflicting on the Earth’s other inhabitants, has sparked some positive change. Just not in BC, yet. Gov. Jay Inslee struck a task force that has recommended steps for orca recovery and the governor has earmarked over a billion dollars for the plan, which includes a ban on whale-watching tourism.

British Columbians got a sniff last summer of what climate change means for our future. One of the worst wildfire summers blanketed the south coast with smoke, haze and hazardous air quality. And with summers getting hotter and drier (it’s not just your imagination), wildfires will increase. It’s another step — albeit an unfortunate one — to wider spread public acknowledgement of climate change and the urgency of initiatives to maintain and improve our air quality.

The NDP government adopted a climate action plan this year calls for more electric vehicles and charging stations, requires all new buildings to be net-zero energy ready by 2032, diverts organic waste and other recyclables from landfills, while boosting the carbon tax and producing more hydroelectric power. It’s been criticized as being “just talk” and not going far enough, but the plan at least provides a blueprint for future climate action policies provincially and federally.

Global

Green energy is on the rise around the world. We had the largest annual increase in global renewable generation capacity in 2017 (most recent data), accounting for 70 percent of all additions to global power capacity. New solar photovoltaic capacity outsripped additions in coal, natural gas and nuclear power combined. As of 2016, renewable energy accounted for 18.2 percent of global total final energy consumption (most recent data), and modern renewables representing 10.4 percent.

The Organization for Economic Cooperation and Development thinks that global economic growth has peaked. They worry about the slowdown, but it’s good news for the planet. That’s the view of the new Degrowth movement, a theory that first world countries should plan for economic contraction in order to achieve a just and sustainable world.

Carbon emissions are declining, according to BP’s statistical review of world energy. Ukraine showed the greatest decline in 2017 of around 10 percent, due to dramatic reduction in coal usage. Unfortunately, Canada was one of the worst nations (22nd). Canada actually increased emissions by 3.4 percent, contributing the ninth largest share of carbon dioxide into the atmosphere behind China, the US and Japan.

Community-based renewable energy projects lead the way in reducing greenhouse gases both in Canada and around the world. Scotland’s Community and Renewable Energy Scheme (CARES) provides communities, businesses and other organizations advice and funding to create local and community energy projects. And, even the province of Alberta has a Community Generation Program for small-scale ventures into wind, biomass, hydro and solar.
