Comox Valley residents joined millions of people marching worldwide on Sept. 27 demanding that governments step-up their efforts to tackle the climate emergency.
From Antarctica to the Arctic, Kathmandu to Vancouver, an estimated seven million people have taken part in thousands of demonstrations in the last week, including 800,000 Canadians.
About 3,000 Comox Valley residents rallied at Simms Millennium Park before starting a march through downtown Courtenay, according to Mackai Sharp, a leader of the group Youth Environmental Action, which organized the event.
Jessie Everson from the K’omoks First Nation opened the event by drawing a parallel between the quickly receding Comox glacier and the fate of humanity if the climate crisis is not averted.
“The glacier is a standing testament to the environmental degradation of the Comox Valley, said Everson. “If that glacier is to go, we will go too.”
Youth Environmental Action speaker Sienna Stephens was no less direct: “Learning about climate change and what it really means for my future has completely changed my life,” she said.
“There is no more time to wait around. We must lead by example and show [political leaders] what is expected,” Stephens said. “So please look at your own life and decide where you can make change. Even if it’s hard, be informed about the climate crisis. Start these important conversations with your family and friends. Be aware of who your money is going to each time you make a purchase.”
Protesters then marched a loop around Courtenay’s downtown core and back to Simms Park. Police halted traffic as the blocks-long procession took to the road.
Youth Environmental Action leader Emma Faulkner gave one of the final speeches.
“This is just the beginning of a conversation we are so ready to have,” she said. “History has always been shaped by the power of youth.
Over 200 climate strikes were held across Canada Friday. In Vancouver over 100,000 people attended, in Victoria over 20,000, in Ottawa up to 20,000 and inToronto up to 50,000, according to estimates by Greenpeace. Montreal outdid them all with 500,000 demonstrators – or one in four residents – turning out for the event.
“It’s far exceeded what we expected, everywhere,” said Cam Fenton, campaigner for international climate group 350.org, which organized many of the events. “It’s the largest mass climate mobilization in history.”
Swedish teen climate icon Greta Thunberg is largely credited as the inspiration behind the climate strike movement. Thunberg began by striking every Friday, by herself in front of the Swedish Parliament in Stockholm, only 13 months ago.
Young people will live to see the effects of climate change worsen significantly if the burning of fossil fuels is not curtailed. Those effects include more frequent extreme weather events, droughts, fires, sea level rise and reduced food security.

NDP incumbent MP Gord Johns is seeking a second term on Oct. 21
Gord Johns, the incumbent MP for the Courtenay-Alberni riding, went to Ottawa in 2015 believing that members of minority parties could get things done in the Canadian Parliament. And, he says, he proved it was true.
During Johns first term as a New Democratic Party MP, he passed two motions with unanimous support. One that benefited 40,000 Canadian veterans and another that benefited the world’s oceans. He helped bring $100 million to his riding for community infrastructure projects.
And, he says, he has been a voice for indigenous people on the national stage. He secured funding for a coordinator of the new Coast Guard Auxiliary Indigenous Peoples program that will employ 10 First Nations people located in Tofino.
Johns helped seure $375,000 for a new art gallery on Hornby Island, where 40 percent of residents make their living from the arts. And he used the media to shine a light on the derelict and abandoned vessels in Deep Bay, something the former Conservative MP John Duncan promised for years but didn’t do.
He played a key role in securing funds to restore the Sproat Lake water bombers with a new technology that enables them to fight fires at night. And he helped Pacific Coast University access $200,000 to fund a return-to-work pilot program that could ultimately expand to benefit 1.2 million Canadians who have been hurt on the job.
“We have lots of little communities in this riding, and everybody counts,” John said. “The mayors and councils know who’s been helping and working collaboratively for their benefit.”
And if the NDP hold the balance of power in a new Liberal minority government on Oct. 21, as he expects, Johns says he will have the opportunity to do even more for the Courtenay-Alberni riding.
Johns, who was born, raised and educated (Camosun College) on the Island, has served on the Tofino district council and as executive director of the Tofino-Long Beach Chamber of Commerce. He has owned and operated several businesses, including EcoEverything that specialized in sustainable products.
He is the only federal election candidate in Courtenay-Alberni who has held public office, led a nonprofit, run small businesses or has lived on the Island for a lifetime.
And, he is the first MP in 25 years to have two private member’s motions/bills pass in a single parliamentary session.
In 2016, Johns first motion restored $372 million in lapsed Veterans Affairs funding to improve services and benefits for veterans seeking medical care. The MP says there are about 40,000 veterans’ medical claims that haven’t been addressed. But reallocating those unspent dollars will clear the backlog.
The next year, Johns introduced a motion for a national strategy on plastics pollution that was passed in 2018 after months of discussions. His motion ultimately led to the Liberals pledge of a national ban on single-use plastics by 2021.
If he’s returned to parliament, Johns promises to ensure that a Liberal majority or minority government will follow through on that promise.
Johns was one of 25 federal candidates endorsed by GreenPAC, a nonpartisan nonprofit supporting environmental leaders from all major Canadian parties.
Johns sees the Courtenay-Alberni riding as a contest between the NDP and the Conservatives. That gives voters a clear choice, he says, between a candidate who is connected to the wealthiest people who dropped into the riding from West Vancouver and himself, a local candidate who has proven he’s on the side of the people and the communities.
“While I was helping 40,000 veterans, by contrast the Conservatives had cut 1,000 jobs and closed nine offices in an attack on the veterans community,” he told Decafnation. “While the local Conservative candidate calls my bills irrelevant, his party leader, Andrew Scheer, voted for it.”
Likewise, Johns says Coastal BC needs $500 million for salmon restoration and habitat enhancement, which is part of the NDP platform. But when the Conservatives had power they cut $100 million out of the Department of Fisheries and Oceans and “gutted it.”
“Now our salmon are in crisis. The Fraser River return was the lowest in history,” he said. “We talk about the devastation that forest fires cause in the north, well, this rises to that level for coastal people. It’s our food, our culture, our way of life.”
The Conservatives 97 members in the last parliament rose to argue against the carbon tax 748 times in question period, he says, but never once in favor of helping Pacific salmon.
Johns rose 652 times during his first four years, compared to former MP James Lunney’s 660 times in 15 years.
“I rose to mention Nuu-chah-nulth 48 times, Lunney rose zero,” he said. “Rising to speak in the house gives a voice to the needs and concerns of people in the riding. Under the Conservatives they had no voice. They were not represented.”
The NDP, he says, are pledging a public dental plan and pharmacare, while the Conservatives promise deep tax cuts.
“It’s a clear choice,” he said.
Johns is also confident the TransMountain pipeline won’t be built.
“The opposition of coastal people is too strong. Local people always win,” he said. “Justin Trudeau has underestimated the will of coastal people.”
Johns wants to address housing issues next. In the 1970 and 1980s, there was 10 percent of housing available at non-market rates. Today it’s only four percent. In Europe, it’s 30 percent. The NDP has pledged to build 500,000 housing units to get Canada back to the 10 percent level.
And he says the NDP will fight the inequality that has grown under recent governments, and inject fairness. Their platform includes a one percent tax on every million dollars of wealth over $20 million, a plan that would raise $70 billion over 10 years.
“We’re asking them to pay a little bit more se we can do pharmacare, dental care and fund early childhood education,” he said. “We need to pull together to make our nation work for everyone.

Many of the Comox Valley’s 29 municipal elected officials will attend the annual Union of BC Municpality’s 2019 convention in Vancouver this week, and some will present resolutions they hope delegates will endorse and lead to provincial change.
UBCM resolutions usually originate from specific local issues, but address issues common to other municipalities. They almost always have the support of regional associations, such as the Association of Vancouver Island and Coastal Communities.
Here are some of the key resolutions from our region.
This resolution from the Comox Valley Regional District would petition the BC government to share some of the $2 billion in annual property taxes with local government to address housing for low-income citizens. The UBCM has made similar requests of the provincial government in the past.
Courtenay bears the bulk of policing costs for the Comox Valley and it’s one of the city’s biggest expenses. So councillors want a portion of the BC Liquor tax dedicated to municipalities to help pay for policing. The city argues that the availability of alcohol can have significant impacts on local policing costs.
Powell River wants the BC government to impose an environmental fee on all single-use plastic products and packaged goods entering the BC marketplace. The idea is to incentivize retailers, manufacturers and the industry to reduce reliance on single-use products and to help subsidize regional solid waste management programs. UBCM has endorsed similar actions in the past, but this is the first resolution that includes an environmental fee.
This resolution from the Strathcona Regional District would require the Ministry of Forests, Lands and Natural Resources Operations and Rural Development to stop issuing licenses for the extraction of groundwater for commercial water bottling or bulk water exports from aquifers. The SRD argues that water is an essential resource and a public trust for present and future generations and must not be compromised by commercial operations. UBCM has endorsed related resolutions in the past.
The Village of Cumberland requests the BC government to amend the Local Government Act to allow development cost charges to be used for expansion of fire protection infrastructure. Community growth has a direct impact on municipal expenses to provide fire and public safety, including buildings. There is another similar resolution to modernize municipal development financing that asks the province to conduct a comprehensive review of funding mechanisms for growth-related infrastructure services.
Strathcona Regional District says the province’s libraries exist on levies paid by local governments and provincial library funding has been stagnant for 30 years. The SRD wants the province to add $20 million to the 2020 budget for libraries across the province, and ensure a sustainable level of funding in the future. The city of Sidney and others have requested similar actions this year.
The CVRD wants the Department of Fisheries to place a moratorium on the annual herring fishery located around Hornby and Denman islands, or at least a sizable reduction in the allowable catch in 2020. Four of the five herring fishery locations on the BC coast have already been closed. The K’omoks First Nation is concerned about current harvest levels along with more than 70,000 people who have signed a petition against keeping the last herring fishery location open.
The UBCM was formed to provide a common voice for local government and this role is as important today as it was 100 years ago. The UBCM reflects the truth in the old adages “strength in numbers” and “united we stand – divided we fall”.
Convention continues to be the main forum for UBCM policy-making. It provides an opportunity for local governments of all sizes and from all areas of the province to come together, share their experiences and take a united position.
Positions developed by members are carried to other orders of government and other organizations involved in local affairs. Policy implementation activities have expanded from annual presentations to Cabinet to UBCM involvement in intergovernmental committees, regular meetings with Ministers and contact on a daily basis with senior government.
In today’s ever-changing world, where shifts in senior government policies, or in economic, social or political conditions, can have an immediate effect on local government, UBCM stands as a “listening post”. UBCM initiates, monitors, interprets and reacts where such changes could have an effect on local governments and the communities they serve.
The result is improved local government and BC’s communities are the real winners. Through the UBCM, local government has achieved much, and the potential is always there to achieve even more.

The first in a series about the Comox Valley Economic Development Society
Sometime early next year, the Comox Valley Regional District board will decide whether to renew its five-year, $1.2 million annual contract with the Comox Valley Economic Development Society.
As part of its decision-making process, the board will review an independent report on whether the society has fulfilled the current contract signed in 2015. It will also review and either approve or disapprove of the society’s latest five-year strategic plan.
The nonprofit society, commonly known as CVEDS, has strong supporters and outspoken critics across many sectors of the community for both the value of its work and for the arms-length organizational model under which it operates.
Depending on your point of view, that model either frees economic development from political interference and has stood the test of time or it lacks financial oversight, public accountability and transparency. CVEDS either does great work or it creates events simply to get funding with little concern for their outcomes. It has either built valuable partnerships or it has burned too many bridges within the community.
And although the regional district’s original agreement with CVEDS was for the provision of economic development services, it now specifies that nearly two-thirds of local taxpayer funding ($750,126 in 2019) be directed toward operation of a Visitor’s Centre and destination marketing activities.
That has raised concern among some about how much economic development work CVEDS actually does or whether it primarily produces and promotes tourism events.
And that, in turn, opens debate about how promotion of lower-paying tourism jobs raises the level of a community’s economic health and sustainability.
To help the regional directors make their decision, a Vancouver consulting group, Explore Solutions, is currently doing a review of whether CVEDS has met its contractual obligations.
But there are issues beyond the terms of its contract with the CVRD, which expires next year on March 31. Directors also have the difficult and perhaps political task of determining whether their constituents have — or, perceive to have — received sufficient value for their million-plus tax investment.
That evaluation is not within the scope of the current contract performance review.
But it was addressed in a similar independent review commissioned by the CVRD in 2014.
“It is not so much that CVEDS is not meeting its contractual requirements … it might not be meeting them in a way that is entirely satisfactory to significant segments of the community,” wrote Urbanics Consultants in 2014.

“We won’t do everything for everybody,” he told Decafnation recently. “The board decides our strategic vision and local governments approve it. Not everyone will be happy with the decisions of government.”
So it will depend on nine regional directors from Courtenay, Comox and the three electoral areas to decide whether the Economic Development Society has done enough for the sustainable economic prosperity of the Comox Valley to warrant a new contract. Cumberland has opted out of CVEDS funding and has no vote
And it is these regional directors who must conclude whether the CVEDS board has provided an acceptable level of oversight and public accountability to earn not just local tax dollars, but also the public’s trust.
The directors have many options open to them. They could ask for structural changes in the society. They could decide to take the service in-house as most surrounding municipalities have done. And they could debate whether a different organizational model would better serve the separate needs of economic development and tourism.
Whatever it decides, the regional board’s course of action seems almost certain to be controversial.
The Economic Development Society is funded by taxpayers in Courtenay, Comox and the three rural electoral areas, and managed by a board of 11-voting directors plus non-voting representatives from each participating electoral area or municipality. Its contract with the regional district is to provide economic development services, destination marketing for tourism and management of the regional Visitors Centre.
The Village of Cumberland withdrew from participation in CVEDS services in 2016 because it saw little return on their investment.
All candidates running for office in the village’s 2014 municipal election supported withdrawing from the regional service. There was consensus among the candidates that CVEDS had done nothing to help develop the village’s industrial lands, despite the fact that Cumberland has the most industrial-zoned property available in the Comox Valley.
“Cumberland hadn’t been happy for a long time,” Village Mayor Leslie Baird told Decafnation. “We weren’t being recognized, and looking at the money we paid in per capita, we understood there was better value going on our own.”
Baird also saw CVEDS as evolving into an event production company, which she doesn’t believe has value for economic development. And, she said, the society’s destination marketing activities mainly promote hotels, which Cumberland doesn’t have.
Area A Director Daniel Arbour agrees on that point.
“The destination marketing function is focused on Courtenay and Comox. It has no value for rural areas or the shellfish industry,” he told Decafnation. “But it seems to be the biggest aspect of their (CVEDS) work.”

Arbour, a Hornby Island resident with a background in economic development, said his area’s workforce is powered by shellfish, forestry, retirement and commuters.
He thinks the BC Seafood Festival, which is CVEDS’s single largest initiative held in June, possibly generates tourism in the shoulder season. But, he said, “the tactic is not the goal.”
“A measurable end goal is whether there’s an increase in licenses in Baynes Sound. The goal is to increase GDP and maintain the viability of the industry,” he said. “The shellfish industry is not growing. Growth in Area A will come from the developments in Union Bay.”
Asked whether he considers the current CVEDS arms-length organizational model as the best for delivering economic development services, Arbour said every model will have its pros and cons.
“But they all should have measurable outcomes determined by community engagement,” he said. “It would be better if the CVRD and CVEDS worked together on a strategic plan.”
The current process is for the CVEDS board and staff to create a strategic plan and present it to the CVRD board for approval or disapproval.
After the 2014 performance review of CVEDS, Area C Director Edwin Grieve said, “We need to see improved transparency, public consultation and communication.”
He thinks those corrections have been made.
“Historic oversight concerns from 10 years ago may have been the result of lack of interest or engagement by CVEDS members,” he told Decafnation. “It is proven that leaving any staff without clear direction, they usually develop their own.”
Grieve said, to misquote John Lennon, “The community you take is equal to the community you make.”
Grieve says the advantage of the current arms-length model allows the Economic Development Society to take full advantage of grant funding opportunities that are unavailable to municipalities and regional districts.
“It currently leverages about a dollar for every dollar,” he said. “It also helps that this separation (from politics) insulates the body from the temptation to constantly change directions due to political interference.”
Area B Director Arzeena Hamir is an organic farmer and owner of Amara Farms in Merville who got into agriculture to do economic development overseas, which she did in Thailand, India and Bangladesh.
She supports a grassroots approach to economic development that involves finding out the needs of local businesses and addressing them. But she says CVEDS doesn’t always do it that way. And she references a $35,000 Request for Proposal to develop a strategic plan that included robotics, genomics and artificial intelligence in agriculture.
“What farmer in the Comox Valley said they needed that?” she told Decafnation. “Not surprisingly, the consultant who filled that contract spent very little time on robotics, genomics or AI.”
Hamir also thinks CVEDS has become an event management company. And she wonders if that focus can create the economic outcomes the Comox Valley expects?
For example, she points to the annual Farm Cycle Tour as an example of a CVEDS initiative that doesn’t translate into large economic benefits for farmers.
“I myself, and the farmers I’ve spoken to, do not benefit long-term from the Cycle Farm Tour. It’s an education and outreach day. Our customers are not out-of-town tourists. It takes a full day away from farming to give away samples, but make few sales. We lose money,” she told Decafnation.
If CVEDS really wanted to develop the agriculture economy, she says they would bring around chefs or food buyers who might become regular volume buyers. Or, she says they could start buying local food for the Seafood Festival.
“Is it our own seafood that makes the Comox Valley special? Otherwise, you could do it anywhere,” she said. “Highlighting local food at the Seafood Festival would be a form of economic development.”
Paul Ives, the former Comox mayor and a long-time director on the CVEDS board,
told Decafnation that at one time CVEDS was doing nothing for the Town of Comox.
“Then I got involved and together we created the marina improvements, and now the development of the airport lands,” he said. “It’s incumbent on elected officials to participate and see what they can achieve.”
Ives also credits CVEDS, and Watson in particular, with pulling the recent Comox Mall renovation together. There was a point when the town and the new owners weren’t on the same page, and Watson stepped in to work out the differences, according to Ives.
Ives says the arms-length society model has worked and “stood the test of time.”
Courtenay City Councillor Melanie McCollum isn’t convinced.
“Economic development and destination marketing delivered as regional services is a good approach for our community – however, I’m not convinced that having these two things delivered under one contract is the best model,” she told Decafnation. “CVEDS has very limited staff capacity, and is providing a lot of event planning, which is destination marketing, but the work being done on economic development is less obvious and not as well communicated to the public.”
McCollum, who is Courtenay’s delegate to the CVEDS board, hears from people who would like to see more emphasis on supporting industry sectors that provide higher paying jobs, such as technology and education.

The five-year agreement with CVEDS differs from other CVRD contracts for services. Because the regional district created the nonprofit society through Bylaw 345, the agreement for economic development services is not open to competitive bids. There is no Request for Proposal issued and the CVRD does not consider proposals from any other individuals or companies.
On June 1, the CVRD provided a letter to CVEDS that it would enter into negotiations for a potential five-year renewal of the contract after it receives the society’s new strategic plan on Oct. 31 and following an independent contract performance review due by Dec. 31.
However, the letter did not commit the CVRD to a new agreement, according to Scott Smith, the regional district’s general manager of planning and development services branch.
But Smith also confirmed that the CVRD has no Plan B. There is no parallel process underway to investigate alternate models of providing economic development services should negotiations with CVEDS not result in a renewed contract.

Island Health wants municipalities to monitor water quality at beachs like Comox Lake / George Le Masurier photo
The Vancouver Island Health Authority announced last month that it planned to drop a public health responsibility and dump it onto BC municipalities, but it apparently forgot to inform municipal officials.
The health authority said it has already stopped monitoring water quality at popular public beaches, and that it had told municipalities last summer that the responsibility would shift to them.
Courtenay CAO David Allen says he hasn’t seen anything in writing from Island Health.
“The City of Courtenay has reached out to Island Health to request further information and documentation about this change in their policy,” Allen told Decafnation. “City staff are also in discussions with other regional local governments to identify roles and responsibilities.”
Shelley Ashfield, the Town of Comox’s chief engineer said the Town has not received any directive from VIHA regarding sampling of any public beaches at this time.
Rob Crisfield, manager of operations for the Village of Cumberland told Decafnation with possibly a hint of irony that “The village is not currently monitoring any beaches.”
And there was no response from the Comox Valley Regional District.
Regardless of where the communications went awry, no water quality testing has apparently occurred this summer at popular north Island beaches.
An Island Health officer said some municipalities in the south Island, such as Saanich and the Capital Regional District have taken on the task, while most have not.
Island Health has a long list of north Island beaches that should be monitored. They include beaches at Goose Spit, Kin Beach, Kitty Coleman, Kye Bay, Tribune Bay, Little Tribune Bay and Whaling Station Bay on Hornby Island, Miracle Beach, Point Holmes, Puntledge Park and Puntledge River swimming areas and Saratoga Beach.
Island Health says that environmental Health Officers have reviewed water quality results from samples at popular beach areas every summer and posted advisories where swimming was not recommended.
But, a VIHA spokesperson said, they were transferring the task of taking samples and providing oversight to municipalities as all the other BC health authorities have done. Island Health will pay the cost of analysis and courier fees to testing laboratories and will continue to post the results and advisories on their website.
Water quality tests for indicator bacteria identify whether fecal contamination exists and to what degree. A “no swimming” advisory would be posted if the average of several samples exceeds 200 E. coli or 35 Enterococci, or a single sample exceeds 400 E. Coli or 70 Enterococci per sample.
